Current Conditions

Portland's Brownfield Project consists of a 10-parcel 14-acre site (Tewhey Associates, 1999).  The size of individual parcels range from a quarter of an acre to a total of 8 acres.  Five of the parcels are considered vacant while the other five are currently running industrial and/or commercial operations (Tewhey Associates, 1999).  The vacant lots cover ten of the fourteen acres, about 75% of the site.  No vacant lots surround the Brownfield site.

Portland Terminal Co. own the 8 acre railroad yard.  The parcel is presently  vacant and the railroad is unusable.

On this particular parcel of the Brownfield site there is an occasional dumping of waste materials, trash, old furniture, tires, etc.  Waste is periodically removed by Portland Terminal Co.

Carbo Co/Sweeny/Lucille Johnston occupy one acre between Franklin and former Wilmont St, two of the three parcels are vacant and one is developed with a commercial building and a parking lot (Tewhey Associates, 1999).  

E. Perry Iron and Metal Co. and Fred Johnston own 2.6 acres of the site.  The parcels consist of a company office and a scrap metal facility.  Diesel fuel tanks were installed on the E. Perry site before the 70s and have since been removed (Tewhey Associates, 1999)..  The Maine DEP considered this site uncontrolled because of stored batteries and drums.  The parcel is currently listed as an inactive uncontrolled site.

H. Finkelman Inc. occupies a .7 acre parcel .  The parcel consists of a company office and a scrap metal facility.

The Howles Corporation parcel, 1.7 acres in size, is the site for the Portland Stove Foundry (Tewhey Associates, 1999). Now the parcel is two parking lots.
 

Arrow Realty occupied .25 acre parcel is a paved parking lot.

Discussion of Site:

Six of nine property owners allowed access to their parcels to conduct Brownfield explorations (Tewhey Associates, 1999).  The three that did not grant access own approximately 85% of the total land area within the site (Tewhey Associates, 1999).  Despite the large area of inaccessible load consultants were able to obtain a through and credible environmental characterization of the site.
